Add support for Adafruit I2C QT Rotary Encoder which uses Seesaw and refactor existing Adafruit Seesaw Soil sensor (#24270) 
- Refactored `xsns_81_seesaw_soil.ino` to utilize a base class `xsns_81_seesaw.ino` for Adafruit Seesaw devices
- Add `xsns_81_seesaw_encoder.ino` for handling Adafruit I2C QT Rotary Encoder with NeoPixel and button functionalities.
- Implemented option to have Adafruit I2C rotary encoder behave like a GPIO rotary encoders
- Update Adafruit Seesaw library files to v1.7.9

Update BLE MI and TRV (#24188) 
- Changed RSSI display format to 'xx% (-yy dBm)' in EQ3 TRV and MI BLE sensor WebUI
- Show BLE data in WebUI only when BLE is enabled
- Disable BLE when device is in boot loop

Original version assumed position and command as thread safe, but it is not true. Wrong readings lead to random move back and forth. Patch was made and tested on real device.

* Add mutex to protect vid6608 from update/command
* Fix verious glitches

* xdrv_92_vid6608: do not create mutex, if no drives found

Fix RGBW handling in TasmotaLED and xlgt_01_ws2812_esp32 for correct pixel order and channel positioning (#24172) 
- In TasmotaLED: fixes for `_w_before` to use correct bitmask and for Show() to build 4 byte buffer correctly
- In xlgt_01_ws2812_esp32: fixes to set white value in Ws2812SetColor(), use correct bitmasks, and determine `light_type` based on PixelType if set
