Libteleinfo update to V1.1.5 (#18050)
* Updated to V1.1.5

* Updated to V.1.1.5

Added new End Of Transmission code from Standard Mode
Check back checksum before returning stored values (corruption checks)
Added error counters stats
Removed dirty linked list align #pragma for ESP target
